The man was detained on suspicion of preparing terrorist acts, according to Counter Terrorism Policing.

“As we’ve made clear, we’re looking at all possible angles — including possible foreign state involvement,” police said.

The investigation remains ongoing and authorities have not publicly attributed responsibility to any state.
