The cargo ship Grace was stopped between Cuba and Mexico on September 5 after allegedly using “dark fleet” tactics to avoid detection, according to The New York Times.
Earlier in the summer, the Coast Guard seized the Jaira Provider, which it said was carrying 210,000 gallons of fuel destined for Cuba.
Both vessels had last called at Colón, Panama.
