The New York Times reported that President Vladimir Putin raised the proposed deal with Steve Witkoff and Jared Kushner during a September 5 meeting at the Kremlin, presenting it as a way to rebuild U.S.-Russia economic ties.
The group pursuing the deal includes billionaire Todd Boehly, Middle Eastern investors with business ties to Kushner or Witkoff’s family, and an arm of the U.S. government.
The newspaper said there is no indication that Witkoff or Kushner would personally profit from the transaction, though their overlapping business relationships with some investors have raised conflict-of-interest concerns.
