The Times reported that the planned restrictions are expected to target both the Hague-based court and entities that cooperate with it.
Under the measures being considered, companies and suppliers doing business with the ICC could themselves face the risk of U.S. sanctions.
Supporters of the court fear the measures could threaten its ability to continue operating.
The Times quoted a European diplomat as calling the move “bad news for anyone who supports prosecuting war criminals.”
