Zelensky says Ukraine will respond to Russian attacks on its energy sector by targeting oil refineries and other sources of war revenue

President Volodymyr Zelensky said Ukraine must respond to Russian attacks on its energy infrastructure by striking Russia’s energy sector, including oil refineries and other facilities that generate revenue for the war.

He said Kyiv would not retaliate against civilian targets, saying Ukraine “cannot do so” and would not act in the same way as Russia.

Zelensky also said Ukraine had seen documents indicating that Russian forces were authorized to attack infrastructure.
