Russia finalizes $1 billion loan to Iran, transfer delayed by dispute over spending

Russia has finalized preparations for a $1 billion loan to Iran, but the transfer has been delayed by disagreements within the Iranian government over how the money should be used, according to Fars News Agency.

The loan is the first installment of a planned $20 billion Russian credit line to Iran.
