Türkiye completes preparations to send Mecca defense pact to parliament; Fidan rules out offensive military operations

Türkiye has completed preparations to submit the Mecca Joint Defence Agreement with Saudi Arabia and Pakistan to parliament for approval, Foreign Minister Hakan Fidan said Thursday.
Fidan stressed that the pact provides for mutual defense if one of its members is attacked and does not authorize offensive operations. “This is not an attack agreement,” he said, adding that Türkiye would not send troops into another country’s territory to carry out an attack.
Fidan also warned against the Russia-Ukraine war spreading further into the Black Sea, saying the region must not be allowed to become a new front in the conflict.
