Trump declares an immediate Russia-Ukraine “energy ceasefire,” but Kyiv says it will stop refinery strikes only if Moscow halts attacks on Ukrainian energy sites
U.S. President Donald Trump said Sunday that Russia and Ukraine had agreed to stop attacks on energy infrastructure, declaring the ceasefire effective immediately in a post on Truth Social and warning both sides: “Do not break it!”
Ukraine’s position, however, has been conditional. President Volodymyr Zelenskyy has said Kyiv is prepared to stop strikes on Russian oil refineries if Russia ends its attacks on Ukraine’s energy infrastructure; the reported agreement has not been independently confirmed by both sides.
The announcement follows weeks of U.S. efforts to secure a reciprocal halt to strikes on energy facilities. The post said the Kremlin had publicly welcomed the U.S. proposal, while Ukraine had also expressed willingness to stop its attacks if Moscow did the same.
Energy facilities have been a major target in the war: Russia has repeatedly struck Ukraine’s power system, while Kyiv has targeted Russian refineries and fuel sites. Trump has pressed Ukraine to halt refinery attacks, arguing they are contributing to higher global fuel prices.
Trump had also announced an energy truce in September, but Ukraine said at the time that no agreement was finalized and that any halt must cover attacks on both countries’ energy infrastructure.
