Ukrainian President Volodymyr Zelenskyy has said Ukraine could hold elections if Russia agrees to a two-month ceasefire, a position he put forward at the Munich Security Conference on February 14, 2026—not a newly announced appeal on October 11.

Zelenskyy said the truce would give Ukraine time to prepare and conduct the vote. He also stressed the need for security conditions, while details of how such a ceasefire would be arranged remain unclear.

Ukraine’s parliament has said elections cannot be held while martial law is in effect. At Munich, Zelenskyy said the legislature would need to change the law before elections could proceed.
