Merz says Russia’s attacks on Ukraine’s civilian energy infrastructure show it is not serious about peace talks and will negotiate seriously only under pressure

German Chancellor Friedrich Merz said Russia’s renewed attacks on civilian energy infrastructure in Ukraine, following a U.S. proposal for an energy ceasefire, showed Moscow was not serious about peace talks. Russia would negotiate “seriously” only under pressure, he added.

U.S. President Donald Trump announced an energy ceasefire between Russia and Ukraine on October 11, 2026. Ukraine reported Russian strikes on energy sites after the announcement.
