Trump expects Zelensky to honor proposed refinery truce, but Russia has not agreed and Ukraine’s leader says the announcement was “news for me”

U.S. President Donald Trump expects Ukrainian President Volodymyr Zelensky to abide by a proposed halt to Russian and Ukrainian attacks on oil refineries, a White House official told Axios. Russia has not agreed to the proposal, and Zelensky said Trump’s announcement of an energy ceasefire was “news for me.”

Zelensky said Ukraine was prepared to stop attacking Russian refineries if Moscow also halted strikes on Ukraine’s energy infrastructure. The White House official said an initial halt to refinery attacks could lead to a broader agreement covering power plants and electricity grids.

Trump made a similar claim on September 14 that Russia and Ukraine had agreed not to attack each other’s energy infrastructure, but offered no details; the proposal did not lead to a ceasefire.
