Ukrainian President Volodymyr Zelensky said Ukraine, the United States and Russia had agreed to hold trilateral negotiations at the team level in the first half of November, as Washington pushes to revive efforts toward ending the war.

Zelensky said the talks were planned for Abu Dhabi and that he hoped they would eventually lead to a meeting between the countries’ leaders. He said much would depend on Russia after a similar meeting expected this month failed to take place.

“We have an agreement to hold a trilateral meeting — Ukraine, the United States and Russia — at the team level,” Zelensky said. “The plan is to meet in the first half of November.”

He also said restrictions on Ukraine’s Starlink and Starshield access remained in place despite U.S. assurances that the problem had been resolved.

“The speed limits on Starlink and Starshield are still there. The speed has not been restored,” Zelensky said.

He added that previously agreed air-defense interceptors had still not arrived, leaving Ukraine under pressure from near-daily Russian ballistic missile and drone attacks.

Zelensky said Kyiv wanted its relationship with Washington and other partners to remain strong and friendly, explaining that Ukraine had become more direct publicly because it wanted foreign societies to understand what was happening in the war.

“When people understand what is really going on, political leaders can take a stronger path — the one that can really bring peace closer,” he said. “And peace is what we want more than anything.”
