Russia prepares to extend diesel export restrictions through January 2027 while allowing limited exemptions

Russia is preparing to extend restrictions on diesel exports through the end of January 2027 while retaining exemptions for selected international shipments, Deputy Prime Minister Alexander Novak said.

“A government order is currently being prepared to extend the ban on diesel exports for three months,” Novak said, according to Russian state media. He added that “certain exceptions” would continue to apply to supplies for global markets.

The current restrictions on direct exports by major producers are due to expire on Oct. 31. Separate restrictions on non-producers already run through Jan. 31, 2027.

Novak said Russia expects diesel exports to rise sharply from about 510,000 metric tons in October to around 2.15 million tons in November.

The increase would be enabled through exemptions and quotas even as broader export restrictions remain in place. Reuters separately reported that November export quotas are expected to rise to about 2 million tons from 500,000 tons in October.

Moscow has tightened fuel exports repeatedly this year to protect domestic supplies after Ukrainian drone attacks disrupted refinery operations and contributed to shortages.

Novak said Russian refineries were recovering, although renewed Ukrainian strikes could affect output. He said the impact was not expected to derail current November export plans.

Russia produces substantially more diesel than it consumes domestically, meaning prolonged export restrictions can also create storage pressure and force refiners to reduce throughput.

The latest measures are intended to balance domestic fuel security with renewed shipments to international markets, including exports permitted under a recent Russia-U.S. diesel supply arrangement.
